That is a tough choice. Now, that I know more about photography and the equipment, I'd go for the T1i mainly because its a good body, and I'd end up selling the kit lens and getting something better. And I find that the kit and telephoto kit lenses are pretty bad...not bad as in the picture will suck, but when you're starting off, its always good to get something that won't hold you back. And what I mean is that, if you decide to use those lenses in say, indoors with minimal light, those lenses won't perform very well. Therefore making you frustrated because you're gear isn't working for you.
But, if you're just starting off in photography, those two lenses will be very good and versatile.
Edit: So in my opinion, I would get the T1i, but if I were only to use the camera once in a while and no plans on going too far into photography, I'd go with the XS.
The promo is actually a pretty good deal. I know that the 50mm lens in the package costs $150 or so alone and the flash is at least another $100.
