Recheck your question #6. If you are 21 years and older you would not be issued a GDL (Graduated Driver's License). Those are only issued to someone under 18.
if the wording is correct- then I guess I answered that one for you.
If the 21 years... is a typo, then I believe that in NJ, if you have a GDL, you are restricted from 12 midnight to 5 AM.

4- I don't think NJ has changed it yet from 65
